While designing schools for Giprovtuz, the group lost sight of Meyer. In the evening they worked on architecture competitions, like the famous competition for the Moscow Soviet Palace, that marked a change of aesthetics in the Soviet Union. Representation and monumentalism replaced functionalism.

At the same time nationalism and the Stalin-cult flourished. Foreigners were distrusted. In this foul atmosphere, many architects from Western Europe left the Soviet Union. Tolziner applied for Soviet citizenship in 1935: not only because he was a committed communist, but also because he was a Jew and didnŐt feel like going back to Germany.
