When May arrived in 1931, industry was already functioning, but there were no houses. The day his urban design was accepted by the factory (the commissioner of the city), construction started. Many of the workers were untrained - some of them enthusiastic Komsomols, but most of them agricultural workers who were claimed to be contra-revolutionary kulaks.
Novo Kuznetsk riches of coal made it an important city of the former Soviet Union. It was connected to the city of steel, Magnitogorsk. In the late thirties all heavy industry was moved to the East, because of the threat of war. In Novo Kuznetsk there was a gigantic production line with coal and ore entering one side of the factory and tanks rolling out of the other.
