When the Dutch architect Van Loghem arrived in Kemerovo he found himself a village built without plan and consisting entirely of disparate components: a few neglected military barracks, log cabins plundered from another mining village and cave dwelling where people lived "like moles underground".
He immediately set to work: designing a city
plan while striding around the area in long boots. He split the town design
in two: on the left bank of the river Tom he sited the "citadel of labour",
on the right bank the mining town was to be constructed.
