In May 1933 Meyer and his 3 assistants arrived in Birobidzhan. They found a small settlement in the middle of a swamp along the left bank of the river Bira. Malaria was a major health threat.
For the left bank Meyer designed a city with
wooden houses of no more than 2 floors, where the workers would live in between
industrial zones. They could all walk to their factory. The right bank is about
15 to 20 meters higher than the left. The soil is dryer, there is more wind
(so there are fewer mosquitoes) and the chances of inundation are considerably
lower.

That is where Meyer wanted to build a compact city. A park on an island in the river would protect the living area from the pollution of the industrial zone.
